Important Notice for Vessel Operators and Masters/Officers

How to avoid a disruption charge up to $250,000.00 imposed by Canal Authorities?

The purpose of this post is to share information and knowledge on how to secure a trouble-free Canal passage without “penalties” and/or any charges that may reach up to US $250,000.00 in case of high-impact disruption to Canal operations.

Effective from 01 January 2023, the Panama Canal Authority (ACP) announced modifications to Maritime Complementary Services Tariffs and the application of disruption charge.

The main purpose is to minimize the possibility of delays and/or disruptions to the operation by reducing vessel incidents during transit, and encouraging vessels to fix the deficiencies or report them in a timely manner, if they cannot be corrected.

This charge is applicable to vessels that present deficiencies that arise during transit, and is classified as low or high, depending on the type of deficiency and the time it is reported or detected.

The disruption charge will be in addition to other applicable maritime service charges such as tugs, line handlers, moorage, and pilotage.

Some deficiencies that may cause the application of the disruption charge are:

  1. Anchor missing or anchor windlass inoperative
  2. Inoperative Bow thruster
  3. Non-compliant Chocks and bitts
  4. Compressor or air problems
  5. Inoperative Rudder angle indicators and other navigation equipment
  6. Inadequate boarding facilities
  7. Inoperative whistle
  8. Engine or propeller problems
  9. Excessive draft or drag
  10. Bridge wings do not extend to the side of vessel
  11. Protruding cargo or visibility obstructed by cargo or cargo gear
  12. Inadequate sanitary facilities
  13. Inoperative or improper Air Conditioning system
  14. Slow winches
  15. Wires on drums
  16. Fuel not in compliance with the Panama Canal’s maneuvering fuel requirements
